Partners implements U.S. government-funded labor and development programs throughout Latin America, including work on labor law enforcement, child and forced labor, and export-sector working conditions.

Position Summary

Partners of the Americas seeks a Project Director to provide overall leadership and management of an anticipated multi-country technical assistance project supporting Argentina, Ecuador, El Salvador, and Guatemala in building the systems needed to prevent the importation of goods made wholly or in part with forced labor. This includes customs risk-targeting, import screening and detention procedures, importer due-diligence requirements, and a remediation pathway, tied to labor commitments in U.S. trade arrangements. The Project Director holds overall responsibility for project strategy, technical quality, financial and operational management, and results. This position may be based in Argentina, Ecuador, El Salvador, or Guatemala. The project is anticipated to be multi-year. This position is contingent upon award of the anticipated cooperative agreement and the availability of funds.

Qualifications

• Minimum of ten (10) years of professional experience in project management and managing operational and administrative duties for USG-funded projects or other donor-funded projects of similar complexity.
• Knowledgeable about customs, import-enforcement, or trade-compliance systems in one or more of the target countries (Argentina, Ecuador, El Salvador, Guatemala), and about labor-related commitments in U.S. trade arrangements.
• Demonstrated technical experience in customs enforcement, trade compliance, or supply-chain due diligence, preferably in Argentina, Ecuador, El Salvador, and/or Guatemala, or elsewhere in the Latin America and Caribbean region.
• Proven experience establishing and maintaining systems for managing project operations, including overseeing the preparation and submission of project deliverables, stakeholder and risk management processes, cost and schedule controls, and sustainability planning and implementation.
• Demonstrated experience using adaptive management, evidence, and innovation approaches to lead USG-funded projects or other donor-funded projects of similar complexity.
• Proven success in building and maintaining working relationships with all project stakeholders; engaging in coalition building; and empowering stakeholders to take ownership of key project outcomes for post-project sustainability of progress.
• Experience managing multi-country teams and coordinating across country-level deputies preferred.
• Strong facilitation, communication, collaboration, and leadership skills.
• Oral and written fluency in Spanish required.
• Oral and written proficiency in English required.
